The City of Tracy Planning Commission will conduct a Public Hearing on Wednesday, October 28, 2020, at 7:00 p.m. or as soon after as possible, via WebEx videoconference to consider the following:
Application Number D19-0024: Texas Roadhouse Patio Structure – Applicant is Schack & Company, Inc. – Public Hearing to consider a Development Review Permit for an approximately 315 square foot patio structure for Texas Roadhouse at 2422 Naglee Road (Assessor’s Parcel Number 212-290-49). The Project has been determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15303, which pertains to construction of small structures. Application Numbers D19-0039 and CUP19-0014: Telecommunication Facility at Don Cose Park – The applicant is Ben Hackstedde and the owner is the City of Tracy – Public Hearing to consider an application for a Conditional Use Permit and Development Review Permit to allow the construction of a 65-foot tall telecommunication monopine (i.e. monopole designed as a tree) located at Don Cose Park, 1780 Whirlaway Lane (Assessor’s Parcel Number 244-020-40). The project is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines section 15332 pertaining to certain infill development projects. Application Number TSM19-0008: Tentative Subdivision Map – The owner is Ali Ahmed and the Applicant is Schack & Company, Inc. – Public hearing to consider an application to approve a Tentative Subdivision Map for nine single-family lots, on two adjacent lots, totaling approximately 1.85-acres. The vacant site is located at on the south side of Clover Road between Buthmann Avenue and Holly Drive, Assessor’s Parcel Numbers 214-430-46 and 214-430-47. The project is consistent with the density established by the property’s existing Zoning and General Plan designations. Therefore, in accordance with California Environmental Quality Act (CEQA) Guidelines Section 15183, the project does not require additional CEQA analysis. Application Number ZA20-0003 – Public Hearing to consider a City-initiated application to amend Title 10 of the Tracy Municipal Code. The application to amend the Tracy Municipal Code seeks to establish regulations to restrict where tobacco retailers can operate within the City. Application Number DA20-0001, Applicant is Mike Souza, on behalf of owners – Public Hearing to consider an application to amend the development agreement by and among the City of Tracy and The Tracy Hills Project Owner, LLC and Tracy Phase I, LLC. The application to amend the development agreement involves amending and updating terms related to the timing and construction of Corral Hollow Road, provisions related to benefit districts to recover fair share costs of program and non-program public improvements, clarification regarding perfecting Residential Growth Allotments. The development agreement relates to approximately 1843-acres of the approximately 2732-acre Tracy Hills development area generally located in the vicinity of Tracy Hills Drive and Corral Hollow Road. An Environmental Impact Report (EIR) was certified by the City Council on April 5, 2016 for the Tracy Hills Specific Plan. In accordance with California Environmental Quality Act (CEQA) Guidelines Sections 15168(c)(2), no further environmental document is required. Application Numbers SPA20-0005 AND D20-0017: Amendment to the NEI Specific Plan and Development Review Permit for Project Big Bird - Applicant is HPA, Inc. and Owner is Prologis. L.P. – Public hearing to consider applications for an amendment to the NEI Specific Plan for modified building height and setback regulations and a development application for an approximately 1,355,618-square foot, 99-foot tall industrial building and associated site improvements on approximately 86-acres of property located south of Grant Line Road, east of Skylark Way, and west of Chrisman Road (Assessor’s Parcel Numbers 250-020-93, 250-020-80, 250-020-81, and 250-020-95). The Project is consistent with the Northeast Industrial Environmental Impact Report, certified by the City on May 8, 1996. In accordance with CEQA Guidelines Sections 15162(a) and 15168(c)(2), no further environmental assessment is required.
